I think the dog tag you have belongs to a soldier who belongs to the 1st Battalion of the IJA 1st Amphiblous Brigades.

"驅三一三一" means　KAKERU 3131.
KARERU 3131 is 1st Battalion of the IJA 1st Amphiblous Brigades.

Also I will attach a photo of the unit organization document.

Perhaps the soldier's squad on the identification tag has been wiped out in the Battle of the Marshall Islands.
I think it was brought back by American soldiers.
