Soldier from what Army, What Country??

Someone asked me if this was an American uniform.
I think not.
Anyone know what country this would be???

I'm was going to guess French, based on the kepi, moustache and cut of the coat. But the '3' belt buckle looks very odd for any soldier - too big and certainly not any French style I've seen before. Might it be a late nineteenth century lodge or similar organization from the US, where the French look was popular from 1860 on?

I also would say french. Maybe a ww1 or early 20's attempt.
