Naval dress belt, what country?

This belongs to a friend of mine. Both of us tried to find a match on the internet but no luck. Is it French or perhaps from a former colony? Sorry for the poor photos, took them with my phone.

Just trying one more rise to the top to see if anyone might have an idea what this is? I searched French colonial navies without success.
