Ribbon looks to be Spanish colors.

Never seen a spanish medal like this one, neither the ribbon suspension.
Unless is some masonic award, not a military nor civil spanish medal.Comment

Looks like a badge and medal from Military Academy (sword - military, feather - sombol of academy, wheel - symbol of technic, shell - artilery). I bet that this is for artillerian course on Technical Military Academy. But I don't know from what country (colours might be belgian as well).Comment
