It is Swedish, don't know wich government organization it belongs to. Post, navy, army, telephone railway etc got similar.

Hi,
I have done some research on the badge, it was harder than I thought. I have had a lot of collectors looking at it. Most of the recognize it. But can't place it.

But I have a lead on the manufacturer.

I'll keep you posted.

The manufacturer is Thiele & Steinert of Berlin.

I was wondering why the piece was not German as the other items from them seemed to be all German.

It came in this package from the factory in Berlin.........

Thiele & Steinert did hat and arm badges to the following Swedish organizations:
Coastguard, partly
SSS - Swedish Sailing Association
Swedish Royal Motorboat Association
Harbormasters
Some merchant marine

This is confirmed so far

I have sent emails to the historic guardians of the above organizations for id help
