1915 Dated Russian Knife ??? Help Needed

A very odd and inteesting piece. I'm not sure I've ever seen the fitted [fingergrooves] type handle on a knife that old before and the enamel on the blade, if that's what it is, is quite unusual too. Any info. at all on where it came from, barring the obvious clue in the Cyrillic alphabet? It certainly doesn't look new but the photos don't give enough info - needs to be held and examined, I think. A puzzlement!
