Help with Filipino (?) Sword

I was wondering if anyone could tell me about this short sword? Or if anyone can tell me what any of the markings mean? they appear Arabic? Thanks!!

I'm not sure those markings are Arabic, unless they represent numerals. The arrangement: 1, 2, 3 suggests something decorative to me.
