Help with Chinese Doc!!

Can anyone tell me what this document is?

It's a graduation certificate from some sort of PLA military academy (the purple ink stamp at the top showing the name of the institution is hard to make out in the picture). The program took two whole years to complete (55 - 57), so the graduate was perhaps an officer candidate (again, the little ink mark showing his title is hard to read on my monitor)? The certificate carries the signatures of the superintendent and chief commissar. The unsigned slogan/encouragement/gratuitous decoration on the facing page appears to be in the handwriting of Marshal Zhu De.
