It looks like a put together mess, and the condition is poor. Also, the cockade is too big for the cap.
I won't pass myself off as an expert, but I have quite a few books on Imperial Russian uniforms, and I have seen a number of authentic peaked caps.
Personally, I would not be comfortable with this one.

I have complete faith in that dealer and have never regretted anything I've ever bought from him but, amongst other negatives, that is not an officer's cockade. That's not to say that in a pinch, an officer might have used an OR cap badge during the final days of WW1, but it just does not seen "right" to me...
