Need Insignia ID Italian Maybe?

Trying to ID this. It was found with a Kriegsmarine Bevo Breast Eagle inside a Japanese gas mask parts acces. bag. I was thinking maybe Itailian? I can see it looks to be a 2nd class chief petty officers stripes but that's all I got. Any ideas?

Thank you for the reply. Okay, so I got the Italian part right. I've seen the crossed cannons before but never with (what appears to be) a spotting scope. Who specifically would have worn this insignia?

It looks to be rank badges for an Italian Navy Second Class Chief Petty Officer, Gunnery Armourer
