1. Is it rare hat?
2. Is it pre war production, or war production?
3. How much it may be worth?

Dating based on the letter type is still under debate as there were various makers before, during and after the war. Both Gothic and Roman letters have been used during the war based on photographic evidence.
However Kees is right, cap style indicates is a '60's cap.
