Dutch breeches?

I'm wondering if those ones are Dutch breeches? Some features convince me so but I'm not 100 % sure.

I got one, too.
As a Dutch pre 1940 collector i don`t believe that it is Dutch pre 1940. It is certainly not ordered by the army. It is a private made.

It could be a private made before war for the police troops (say some). But i think it was made in the war for a German soldier.
