I believe it represents a Vietnamese Navy unit based out of NSB Nha Be on the Song Ba river south of Saigon.

The crocodile was integral to their patch.

This is a beercan piece for the 22nd River Assault Group SVN Navy. There are 2 variations to the patch for this unit. Round and Shield shape. both designs incorporate the crocodile, anchor and arrow, in the same configuration. The beercan differs only slightly in that it incorporates the unit #22 into the central design. The patch has it across the top as in most other designs.
