It's indeed a French Gendarmerie helmet.

Keeping in mind that the Gendarmerie nationale is a military police force who not only police rural areas of France but have a military police and even a special forces component. That's why the helmet [and uniform] look so military - modelled on the Imperial cavalry, first Napoleon's then the 2nd Empire.

What a lovely piece! All you need to do now is find the red plumes to complete it!
