That is Dutch Model 1923. These were the typical helmet used by the Dutch army at the start of WWII. That is the crest of the House of Orange. Many of these helmets had the badges removed and were used by Romania after 1940.

How is the liner? It should be three black thick leather flaps over brownish felt.
