Interesting Chinese? Pilots Wing with Jade

I baught a few wings today and this one was in the group, it looks chinese but i dont know if its military or commercial.Thanks for any help i can get.

The center Chinese wording means" Good Luck". It is surrounded by green jade which is one of those Chinese favor jewels. That all I can tell.

I don't think it is military. The wings and snakes are rather Art Deco Egyptian Revival. I suspect it is a decorative piece, maybe from the '20s as this is when the style was popular.

Even if it isn't military, it is quite beautiful. A nice find.
