Help! Wing Identification Needed!

Greetings all-

I'm trying to determine what nationality the top wing is in this photo, taken sometime in the mid-1940's. The second one down appears to be French, but the top one is an enigma to me. Any thoughts???

By the way, the wing is gold and it appears to be on a red fiber or bakelite backing. I've got a (small) color photo of the group that I'll post this evening.

It's Chilean, as is the decoration immediately below the French badge.

Certainly an unusual combination of awards.

It is truly an odd combination: Nazi German, French, British and Chilean! He just needed something from the US and the Soviets to make him totally far-out!
