A guy on another site got it in a lot. No idea if it is, and the only stamp is the number 12. Any thoughts?

Why don't you post it in the EG Section, there are the Experts. How big is it?
By the size of a normal chair I would go for a Rope or Accessory Bag of the Fire Department.

It 3" deep x 8" tall x 7" wide. Single compartment. Instead of having two flaps on the top under the main outer flap, it has one single flap that goes all the way across.
