Post war Colonel in the Austrian Police. For the right collar. The eagle always faces to the front. The corps emblem is an eagles head over a wall signifying that the police watched over the city and the people who lived in it. This organization ceased to exist in 2005 when all Austrian poilice forces were combined into one Federal Police Force under the Ministry of the Interior. Nice embroidered tab.

To be exact, it's the old Style Bundesgendarmerie. It was the old Federal Police, responsible for the Whole country as the "Normal" Polizei was responsible only for Urban Areas.
