Can anyone ID these? I thought they may be US or Vietnam, but I cannot find anything similar from either country. THANKS A LOT!!!

Not US or Vietnam, I think they are either for a merchant officer or possibly a South American navy. GEMSCO made insignia for several south and central american countries.
