Help identifying a ribbon

Hello,

I think the Third Reich fraternity have had to give up on this - does anyone have any suggestions what the ribbon bar might be? The photo is German but that's all I know.

Mussert Cross maybe?


He does looks like a Dutch guy that worked the bar at the Milkey Way in Amsterdam.

Might also be a Finnish Cross of Liberty 4th Class in 15mm size slapped on over a noncombatant Hindenburg Cross 25mm ribbon... call that Grasping At Straws Theory Number 2 to go with the other one in the General Wehrmacht forum.
