My father-in-law (deceased since 1978) was an accomplished and cited machinist that did work for Johns Hopkins University (and the War Department) in the 1940's and had this item among his personal effects.

As he did his work during the WW2 era, might this be a prototype fuze? If anyone can shed some light on this, that would be great!
