is this a steel helmet? or is the shell made of plastic or fiberglass material?

Thanks Sgtdorango, thats what I thought too, because it also has the "A" washers as used on US style helmet liners, it probably wouldnt be necessary for a policeman's riot helmet to be made of heavy steel for riot control or daily wear.

it looks light weight almost looks like a parade helmet , also the chin straps look like they are connected the same way a helmet liner straps are attached.

It's a plastic liner with a aluminium comb to protec the wearer, it usualy comes with a plastic visor.

Hi Bolo,
Very similar construction. Except the linked helmet is belgian and has a molded comb.
In fact the french riot helmet was a true liner converted to riot helmet by adding a riveted aluminium comb a para-type Y strap and a frontal flaming bomb (For CRS forces).
These are common but not uninteresting.

This helmet was for Police (Compagnies Républicaines de Sécurité) and not Gendarmerie and pré-1968.
After this date 2 yellows straps were added all aroud the helmet and in 1976 a plastic visor
