Unknown Spanish or Portugese Insignia?

Hello, everyone. I have this insignia and I got it from a man who said it was a German Fireman insignia but I highly doubt it. It look like Spanish or Portugese to me. Would anyone know what it is? where it came from? what it was use for? and how old it is?

French?? from the time on Napoleon III? That is what jumps out at me with the N

Havent seen anything like that in any Portuguese items. I also am not aware of the letter "N" holding any significance in our culture. Usually you dont see the crown on any Portuguese crests/shields.|

I doubt it's Portuguese. Thats just my amateur opinion.
