The portrait looks to me like Hafiz al-Assad, the former president of syria.

And something with 1974 and 1394?

it is Syrian, and it is not a coin, a propaganda piece maybe?,

My buddy here at work translates it as something like,

In solidarity with our presedent bla bla the city of martyr etc.

This may be an offical medal??
