        Not a prussian eagle but a french imperial eagle. looks like the badge of the 13th parachutist dragoons regiment (13ème régiment de dragons parachutistes). Certainly a pin's for civilian suit.

          This unit is known as "empress's dragoons". The coat of arms belonged to Empress Eugénie, the wife of Napoléon III.

              Sure that is postwar. The badge was created in 1939 (just a few were made) but homolagated only in 1953. Due the pin, certainly before 1990 but I'm not sure.
