strange trench art insignia

This insignia was found in an area where germans had a minor battle with Tito's partisans. in the following years, allied troops used the same fields for training. Therefore we have a wide angle of possibilities.
I believe it may be a partisan hand made badge, but truth is that i have no clue.
Any idea?
