Need help IDing this Imperial Eagle!!

Can anyone out there tell me which country this double headed eagle is from?? Does not match the Russian or Austrian double headed eagles in my ref books. Thank, Mike

When you see those 4 "C"s on a shield, you know you've got Serbia or Yugoslavia.

This badge depicts the Royal Yugoslavian arms - the 4 "C's around the cross representing Serbia (House of Obrenovich); the checkerboard pattern representing Croatia; the crescent and stars representing Slovenia.

A fire brigade was necessary because all of these folks wanted to burn down the houses of the other groups.
