I got this one from a recent immigrant. Hint: he had steel teeth and smelled like sardines and cabbage.

Can anyone gues what this is and what it was given for?

It certainly is very, very rare! Not too many things around with the body of a Portuguese Tower and Sword and center of a Bulgarian Order of Military Merit (upside down and with the wrong color for the surround to boot).

Perhaps the "Order for Aid to Bulgarian Sardine Fishermen Who Wash Up on Portuguese Shores".

It looks to be "late war" manufacture and probably came from that never-empty "warehouse in the East".
