I cannot remember from whence this came! From this ribbon was what medal or award suspended?

Looks like an Officer grade Bulgarian Saint Alexander Order to me.

...or a Belgian Leopold or the Belgian Crown order.
Hard to say exactly because the scan is not in the clear color.

It's as...

...purple as you see it. The drum pip made me say "Japanese". Thank you velly much. Any other ideas?

I don't recall that solid color ribbon on a Japanese medal--I would think it is European as well. MIke

I'd say Bulgarian Order of St. Alexander, as Belgian rosettes tend to have much thinner walls.
