WW 2 Patches - Help

Bought a whole box of patches at an auction a few weeks ago. These are the only two I could not figure out. Any help would be greatly appreciated. Thanks MSP

Hi, this is a US Army shoulder sleeve insignia for European Civil Affairs, circa 1944.
