Bullion Wings?

Full size bullion wings and i just havent a clue what country might have issued them Do look as if they might be Arabic of sorts going by the ''bling'' effect, even thought some sort of WW2 Victory type but the manufacture and faint maker to the back makes me believe they are issued. Any info folks would be great

The 'crown' and the loops at the base of each wing, plus the use of beads, looks Asian to me, but that's a flat out guess. The backing material and partial stamp suggest military issue to me, presumably someone's full dress insignia.
