Chinese Nartionalist - any idea who this is?

Hello:

I had no idea where this guy was from so I posted in Communist forum and it was suggested I try here.

Years ago I got a bunch of old frames from a friend who's father had a business in Toronto's Chinatown. One of the frames had this photo in it. Can anyone tell who this is? I have to assume it was someone important if it was hanging in a business in Toronto.

I have posted 2 photos because it's a little bigger than the scanner bed and I wanted to show all the writing on the left side.
