i think it is an original post 1975 communist flag, one of the dates have been deliberately removed, TP Ho Chi Minh is for sure post April 75

What a coincidence…..the battle damage right over the date!

Saigon was renamed Thanh Pho Ho Chi Minh (Ho Chi Minh City) on 2 July 1976. The flag was made after that date.
