wow, you got a nice pair of NVA Regular "Thượng Úy" rank. (Senior Lieutenant, its the rank between Captain and 1st Lieutenant in the Viet Communist Army).
The Aluminium Stars and Bar and a flat 2 pieces of attachment is Late war issued till mid 80... hard to tell the date. newer issued Stars and Bars made from Stainless steel stamped.
