I never heard anything regarding this stuff being made in Vietnam for collectors.
Nobody recognized nor cared about this stuff back then.
I would rate that as F-6.
I have seen designs made by individuals handed to folks running little embroidery shops who would turn out patches in any number you wanted. None were ever officially authorized, but you would see them worn at different times and places.
Our team XO designed a patch and brought 20 or so back from a trip to SFOB at Bien Hoa. A one time deal. I had 2 or three but gave them away later. I still have one.
This stuff really took off in the 80s after the big parades and celebrations. The Wall dedication in 82 was probably the real beginning.
Some folks made a loving for several years going around the country to these events.
They still hold a few and the vets from the current snot-throws are getting their own stuff.
VN guys in our 70s now.
There is still the annual event at Kokomo, Indiana. Been running about 40 years now,
