Not sure of the frontal plate but the helmet would appear to be of a British type.

Your right there Pete , it looks like a British Wolseley pattern pith helmet ! , thats been fitted up to look like an Imperial German colonial pith ! ...which has a different style Eagle helmet plate altogether to the one shown as thats a ordinary Prussain picklehaube plate !

It's a British pith helmet to which someone has (recently) added a Prussian eagle.
