IR 396 Info Shoulder Strap

Hi all, it's been a VERY long time since I've posted and I hate to ask rather than share but I promise to contribute more shortly. My question is regarding a strap I recently picked up to the 396 IR. I can't find anything on this regiment so I thought I'd ask the Forum. I only need some basic info: State, regimental name if any and date of being raised etc.

The strap is for an overcoat, white trim, red 396.

Thanks for the link Grausig13! Very useful. Interesting that it came with a IR 24 strap so there appears to be a link between the two!
