Non-removable helmet spikes

Gentlemen, I have noticed of late several officer spiked helmets from regiments which were authorized parade plumes but the spikes were non-removable. Three of the helmets were reserve. Any opinions on why these helmets should not have screw-off spikes?

Hey Bobby:

Assuming the helmets are "correct", I know that based on the amount of debt an officer was willing to subject himself, he would typically have a "dress" helmet for the trichter and a service helmet which presumably would not require a trichter. Perhaps Joe could expand on this...
