Is this an Imperial officer shoulder board and for what arm?

The black bar above the P is an Iron Cross ribbon bar, very worn, that has been put there at some point.

Prussian Infantry - IR 91 from Oldenburg with cypher P. Missing the Prussian crown where now the EK ribbon is situated.

Come to think of it, it is probably the grand ducal crown of Oldenburg and not the Prussian crown that comes with the cypher P. But in any case, you are welcome.
