    Naval Deck Cap, Well i think it can be?

    This was a impulse purchase over the weekend, sold as a load of scraps that might have been a cap once, took the chance and now im home im begining to think its some sort of naval deck cap. Three white tops, one black and one white with short body that has black thread at certain points around as if the tally would be threaded thru. The tally is stitched to some sort of black material card of some sort. Im in the opinion thqat to thread the tally thru im going to have to cut the thread that holds the tally in one piece but would like your opinons please before i butcher anything
    p.s. sorry for the crap pics, dark indoors and used the flash on the camera.

        The tally is Reichsmarine, WWII or later. Certainly, it's not imperial. The strings are to hold the tally in place. Perhaps you knew that. There should be no need to cut them.
