Well it does appear to be a buckle plate but i cant quite work out with the clip to the rear, any help would be great Oh may i add its quite nice work with all the machine turning to the design

There were a host of these Austro-Hungarian proficiency badges. Normally, not worn in the front lines, but certainly behind the lines and for walking-out purposes. They were very popular with the troops and were worn on the upper right breast, some soldiers sporting more than one. They have also been heavily reproduced.
