    It looks like the bandolier the German Police wore and attached a cartouche to with Parade uniforms.

      I think its a German paradebandolier for Kürassiers.

        It had a TR Police cartouche with it, but I assumed that was later than this.

          The Polizei shoulder straps were in aluminum wire with white metal aluminum fittings. The backing was green so this is something else with blue backing and gilt hardware.

            Searching on the Police forum I found some pre TR blue Police uniforms and a leather shoulder strap with gold hardware. You might want to start a tread on that forum.
