Is This an Imperial German Eagle?

I'm trying to identify the origin of this eagle insignia, without much luck.
Does anyone recognize it?
Possibly Imperial or Weimar period?
If anyone has any thoughts I would be grateful!

I'd say it's not German, due to the colors on the shield. It could possibly be some sort of town crest.

On what type of helmet is the shield applied?

The colors on the shield remind me of Luxembourg's flag (although I'm sure several of places use that combination).

This is definitely, 100% positively the Dutch eagle with a shield bearing the national colors of Holland.

The eagle is similar to the Prussian eagle.

Normally one would see a rampant lion on the shield, but somebody decided to emblazon the shield with the colors of Holland's flag instead.
