It's actually Dollfuss in the uniform of the Austrian Heimwehr paramilitary organization and dates from 1933.

Dollfuß is shown here as Oberleutnant in his WWI-Kaiserschützen-uniform. He often was wearing this uniform post WWI too.

I belive his uniform is now on display in the HGM in Vienna. It was the last time I was there about two yeares ago.
