Hello,

I'd say there are several red flags. First, the belt is that of a Prussian officer. If I'm not mistaken, the navy had a different color combination brocade belt. The buckle itself has either been repaired or a poorly put together fake. The insignia is attached to a crude backing plate. For me, it's a cobbled together mess.
