The things missing on the sleeve are a Richtkanonier (gun layer) patch and the Oberfahenschmied (senior farrier) horseshoe shaped braid.
The rank is Unteroffizier Field Artillery Regiment Nr. 62. It was granted a cypher in 1867 and I think that this tunic and cap may well predate that. The cap certainly has the shape and look of a Franco-Prussian War era cap. The thicker piping on the tunic is also indicative of an early date.

It's true that the regiment was formed in 1899, but the cypher existed before that and was worn by the Oldenburg 10.Artillery Brigade, which had been added to the Prussian army in 1867. The two Oldenburg artillery batteries adopted the Prussian style uniform in 1867 with the crowned "A" cypher on their shoulder straps. When the 62nd artillery regiment was formed in 1899, these two batteries were included and the men continued to wear their cypher (with a bomb added). The rest of the batteries of the new regiment wore the number 62 underneath a bursting bomb (as with this tunic). So actually, this tunic could not predate 1899.
