what is this button?

Well, it's the Imperial German coat of arms from 1889 to 1918. I am not sure what the button was used for. It seems rather flat for a military button, yet it painted gray?

Any other thoughts or ideas?

yes, the buttons are flat. the color is feldgrau and they are on paperboard. gefreiten buttons?

This eagle was worn by the Officals of the Reichslande Elsass and Lothringen - so this is probably an early war "variant" for fieldgrey uniform - done by just painting the old brass/ copper button.
