Obviously German and it certainly appears to be WWI vintage. The marks (too bad they're not very clear) on the backside of the carrying case are a bit odd though - not typical WWI from what I can tell but hopefully others will weigh in.

The cutters appear to be of WWI vintage, but the pouch may not be. If the closure button is original to the pouch and it is aluminum, that would indicate post WWI. Like RIR120, I'd say the ink stamps don't look like what one would expect from a WWI era marking.
