Imperial Fireman Visor Cap

Hi, this was identified as an Imperial Fireman Visor Cap in the Police Forum, here it is for your kind consideration.

• It is complete as it is?

• it is possible to ID the German State where it was used via the kokarde and body colors?
  

The cockade looks it has the colors for the Deutsches Reich, but the red outer rims throws me off. Hand written name F. Lerpscjer on the liner. No maker markings visible.
I haven't received yet, and these are the pictures I can share for the moment. Looked online for similar examples, but couldn't find them.
What is the usual price rate these caps goes for?, just to judge I didn't overpaid for it. (PM if you feel more comfortable)

Cockade looks like Hessen to me. Price....I would say 30-40 Euro.
